Introduction

Civil Defence Cell is a unit of Indian Human Rights Social Protection(IHRSP). This organization is a sincere effort to reach out to people and let them know about Civil Defence, its structure and functions. Major aim is to motivate people to join civil defence and serve the country.

The Cell

The Civil Defence Cell is a part of Indian Human Rights Social Protection(IHRSP). IHRSP is a large organization of volunteers from all walks of life dedicated to serve society during calamities in order to save lives and property and mitigate hardships. It is an example of National integration where people from various communities in the country, irrespective of their creed or caste, join hands for a common cause — to serve fellow citizens in times of distress. Both men and women work shoulder to shoulder.

The Civil Defence Cell operates over a vast geographical area comprising vital locations like dams, industrial belts, national highways, power stations, and rail lines. The following states come under the operational area:

What is Civil Defence?

Civil Defence is the mobilization of civilian efforts to avoid and minimize the suffering of human beings caused either by man or nature.

When does Civil Defence operate?

It is an organization that never sleeps. In times of calamity, it goes into action, and in times of peace, it also conducts training and practice to learn modern tactics and keep skills sharp. Civil Defence operates during calamities as well as social activities.

Civil Defence Activities

Originally formed as an Air-Attack-Precaution organization, Civil Defence aimed to minimize human and capital damage after enemy air attacks. Initially functional only during war, post-World War II, its role extended to peace time. Civil Defence now contributes significantly to preventive and responsive activities during natural and man-made calamities:

  • Natural: Earthquakes, Floods, Cyclones, Landslides, Droughts
  • Man Made: Wars, Railway/Air/Road accidents, Mine collapse, Panic Situations

During peace time, Civil Defence organizations conduct social activities like:

  • Blood Donation Camps
  • Pulse Polio Campaign
  • Ganesh Visarjan
  • Durga Puja Visarjan
  • Tree Plantation
  • Event Rallies
  • Air Raid Safety Demonstrations
  • Hi-rise Rescue Demonstrations
